The County of Hawaii General Plan calls for the preparation of community development plans to “translate the broad General Plan statements to specific actions as they apply to specific geographical areas.” The Kona Community Development Plan (CDP) which covers the North and South Kona judicial districts, was adopted by ordinance in September 2008. The plan articulates Kona residents’ vision for the Kona area, including development of park resources. The Kailua Park Master Plan is an extension of the Kona CDP.
